Leaving Garicrey to Answer his own question?

After a few Missions for T.M.I.A. for two years with The Michaeler as his assistant investigator helping with The Wrocer's investigations. The Wrocer found out that The Michaeler was setting him up to be framed for interventions in time and space conducted by The Michaeler. The Wrocer confronted The Michaeler about this saying," You have 15 minutes to explain this to me Michaeler." The Michaeler responded," Wrocer, sometimes an intervention is necessary." The Wrocer asked," It's against our direct intervention policy Michaeler. What are some examples of 'necessary Intervintion' you speak of Michaeler?" The Michaeler responded," To make sure history happens the way it's supposed to, a planet threatening invasion of another, someone trying to change history for the worst, and I have many more examples." The Wrocer found himself pondering these examples given to him by his friend The Michaeler about necessary intervention. The Wrocer said," You pose good questions, my friend. But the rules are the rules so I'm sending this to the Three. I'm sorry Michaeler but it's out of my hands now." 
The Three put The Michaeler on trial for breaking Garicrey's direct intervention policy, They forced him to renew and exiled Him to 21rst Century Earth in America.
The Wrocer upset by this decided to answer a question of his own. He left in his Courgist to find his questions about necessary intervention and when and When not to intervene in event's in Space and Time.  
He landed at Morehead in Kentucky, In the late 1800's. The Wrocer after exiting his Courgist found the exterior had taken the form of a Chicago police box and said," A hexagonal shape cool."

Creating a Device

As The Wrocer was roming around the town he noticed a headline from The Kentucky times newspaper. Picking up the paper he read it and said,"Kentucky meat Shower?!?!?!? I might have to look into it." He then gathered supplies for building a device. Going inside his Courgist to the forging room, he melted down the silver and copper ingots, using parts from the first mass distributed flash light, a pocket watch, and a small light Bulb he made the circuitry of The device that he has plans drafted up and the use's of it. The Wrocer poured the melted metal into a casing mold, Then puncturing out the metal to make room for the circuitry he had put together , welded the materials together.
